Could this be him?? There are two Appledore in Devon. One on coast, mouth of River Taw near Barnstaple, and the other well inland near Tiverton. The first is more likely as his father was a Custom House Officer.
Inwardleigh is unlikely though, it is well away from either near Okehampton. Also, he should have been a teacher at this time.
