Have been doing a bit of digging around (when I should have been working, of course - the advantage/disadvantage of working from home ...) and he (Robert) is a bit of a enigma, I think (unless I'm not looking properly, or am barking up the wrong tree completely). In 1871 there was a Robert W Halliwell, born 1870, son of James and Mary. In 1891 he'd become Robert S, living with Mary and brother William (father James had died). He's disappeared by 1901, though - I can't find him at all in that census.
